This is currently the most popular build for anyone looking for a WoW Rogue Build for PVP. Be aware that this is not a build that is suited for anyone trying to run dungeons or raid. It is strictly a PVP rogue build.

Assassination (31 Points)
Coup de Grace – Rank 3/3
Increases the damage done by your Eviscerate and Envenom abilities by 20%.
Lethality – Rank 3/3
Increases the critical strike damage bonus of your Sinister Strike, Backstab, Mutilate and Hemorrhage abilities by 30%.
Ruthlessness – Rank 3/3
Gives your melee finishing moves a 60% chance to add a combo point to your target.
Quickening – Rank 2/2
All healing effects on you are increased by 20% and your movement speed is increased by 15%. This does not stack with other movement speed increasing effects.
Puncturing Wounds – Rank 3/3
Increases the critical strike chance of your Backstab ability by 30%, and the critical strike chance of your Mutilate ability by 15%.
Cold Blood – Rank 1/1
When activated, generates 25 Energy and increases the critical strike chance of your next non-periodic offensive ability by 100%.
Vile Poisons – Rank 3/3
Increases the damage dealt by your poisons by 20% and gives you 100% of the normal chance of applying poisons from your equipped melee weapons when you use the Fan of Knives ability.

Venomous Wounds – Rank 2/2
Each time your Rupture or Garrote deals damage to an enemy that you have poisoned, you have a 60% chance to deal 675 additional Nature damage and to regain 10 Energy. If an enemy dies while afflicted by your Rupture, you regain energy proportional to the remaining Rupture duration.
Vendetta – Rank 1/1
Marks an enemy for death, increasing all damage you deal to the target by 20% and granting you unerring vision of your target, regardless of concealments such as stealth and invisibility. Lasts 30 sec.

Whenever your Blood Runes are on cooldown, you gain the Blade Barrier effect, which decreases damage taken by 4% for the next 10 sec.

Increases your attack power by 6 for every 180 armor value you have.
Hand of Doom – Rank 2/2
Reduces the cooldown of your Strangulate ability by 60 sec.
Frost (32 Points)
Icy Reach – Rank 2/2
Increases the range of your Icy Touch, Chains of Ice and Howling Blast by 10 yards.
Nerves of Cold Steel – Rank 3/3
Increases your chance to hit with one-handed melee weapons by 3% and increases the damage done by your off-hand weapon by 25%.

Increases the melee and ranged attack speed of all party and raid members within 100 yards by 10%, and your own attack speed by an additional 5%.
Brittle Bones – Rank 2/2
Your Strength is increased by 4% and your Frost Fever chills the bones of its victims, increasing their physical damage taken by 4%.
Chilblains – Rank 2/2
Victims of your Frost Fever disease are Chilled, reducing movement speed by 50% for 10 sec, and your Chains of Ice immobilizes targets for 3 sec.
Hungering Cold – Rank 1/1
Purges the earth around the Death Knight of all heat. Enemies within 10 yards are trapped in ice, preventing them from performing any action for 10 sec and infecting them with Frost Fever. Enemies are considered Frozen, but any damage other than diseases will break the ice.
Threat of Thassarian – Rank 3/3
When dual-wielding, your Death Strikes, Obliterates, Plague Strikes, Rune Strikes, Blood Strikes and Frost Strikes have a 100% chance to also deal damage with your offhand weapon.
Howling Blast – Rank 1/1
Blast the target with a frigid wind, dealing ((1152 + 1250 / 2) + AP * 0.4)) Frost damage to that foe, and ((0.6 * (((1152 + 1250 / 2) + (AP * 0.4)))) Frost damage to all other enemies within 10 yards.)
